I am planning on getting a Karaoke machine for my birthday party, but I don’t want to buy the karaoke CDs, I’m planning on just downloading the music/lyric files .. but does anybody know if i can record CD+G files on a blank cd? and if it’ll work in the Karaoke machine?

You need the correct software. I use CDG Tools (http://www.kibosh.org/cdgtools/) on Linux to rip karaoke CDs to MP3s and .cdg files to play with Winamp via the plugin. It can do the reverse as well (create custom CD+Gs).
There are of course Windows programs out there as well that can make CD+G discs, but they aren’t free (from what I’ve seen anyway) and if they are, they are probably loaded with spyware. The Linux is free and doesn’t require a CD+G capable drive either.
At any rate, I think you are better off with the winamp plugin as your player anyway: Get it here: http://www.physysteme.com/gen_cdg.html
Secondly: “I don’t want to buy the karaoke CDs, I’m planning on just downloading the music/lyric files.”
Okay who wants to buy karaoke CDs? Nobody, but you aren’t going to get a lot of quality stuff for free (mosly midi files which you cannot easily convert to CDG) out there since bars typically own the good stuff and giving it away isn’t in their best interest. And let’s not forget the legality issues. People who make karaoke music are artists too.
I’d suggest spending a few bucks on a good bulk set of karaoke cds. Search http://www.CDGworld.com for some good prices on complete sets.
(You may want to get the CDs instead of the karaoke machine if you use the Winamp plugin.)

Yes, you can use regular blank CDR’s and software like Microstudio http://www.karaoke-software.net/microstu… or Power CD+G Burner http://www.karaoke-software.net/power-cd… to burn discs that will play in any karaoke CDG player.
